1. WHAT IS TEMPORARY RESIDENCE REGISTRATION?
Temporary residence registration for foreigners is a legal procedure that relatives or the managing unit/director must do whenever a foreigner gains entry into Vietnam.

All foreigners residing in Vietnam temporarily must register through their managers/sponsors
3. TEMPORARY RESIDENCE DURATION
Article 31 of the Immigration law 2014 stated the following:
- Temporary residence time is defined according to the visa validation duration. If the visa is valid for 15 days, the duration will be 15 days. Foreigners with a visa of ĐT, LĐ designation will be given 12 months of temporary residence duration and given a temporary residence card.
- For foreigners with visa exemption, the duration will follow international treaties, in case it wasn’t clearly defined then foreigners will be given 30 days.
- Temporary residence duration for foreigners entering a visa free economic zone near the border is 15 days.
- Temporary residence duration for foreigners entering a special administrative – economic zone is 30 days.
4. TEMPORARY RESIDENCE REGISTRATION REQUIRED DOCUMENTS
To begin the registration process, you need to fill out the Temporary residence registration form for foreigners (Form NA17).
5. TEMPORARY RESIDENCE REGISTRATION PROCEDURES
The registration can be done with either of the following:
5.1. Registration Through A Written Registration Form
The steps to register through a written form are as follow:
- Step 1: Write down all required information in form NA17 fully and accurately.
- Step 2: Submit the form to the local Police station.
- Step 3: The local police department will check for any inaccuracy in legality and content. If there are no discrepancies, the form will be stamped and returned to the sender. If there are any errors local police officers will guide you through the process of fixing, adding additional information.
5.2. Register Temporary Residence Online

Step 1: Account registration
Log into the Temporary residence registration page on the Immigration information portal: Here
Choose the province/city you are currently staying in. For example: if you are staying in Ho Chi Minh City then choose “TP HCM”.
Immediately afterward, you will be directed to that province/city temporary residence registration page. Here click on “Sign up“
Register an account for residence registration
Next, you need to fill out all required information (including residence information and the account owner information) and choose “Finish your registration“ to complete the registration process.
Step 2: Temporary residence information
You need to log in to your just created account.
Then choose “Utility” => “Guess management” => “Add new” to begin the process.
Fill out fully and accurately all required information. Then choose “save information” to finish the process.
This online process is simplified and saves time for foreigners and relevant government authorities to process the information submitted.
6. TIME TO PROCESS THE RESIDENCE REGISTRATION
The process is processed as soon as you submit the information and it is available 24/7. The process of obtaining a temporary resident card in Vietnam is free of charge; no fee is required. Normally, a foreigner will receive the Vietnam temporary resident card within 7 to 10 working days, but in some cases, the processing time may be longer than usual. In such instances, please contact the local police for assistance.

❓ What Are The Fines And Punishments Of Not Registering Temporary Residence?
According to Clause 3, point B, Clause 8 article 18 and Clause 2 Article Decree 144/2021/NĐ-CP, individuals who allow foreigners to reside in Vietnam without registration will be fined from 3 millions VND to 5 millions VND, foreigners fined will also be deported. Note: This fine is applied for individuals, organizations will be fined twice as much.
